Bundesrat

Bundesrat stands in Berlin’s former Prussian House of Lords, a historic setting for Germany’s federal legislature. Sixteen Länder send their voices to the national level through this legislative body. Its rooms place federal politics inside a building first associated with Prussia’s upper chamber.

Unlike the Bundestag, whose members come from direct national elections, the Bundesrat brings together members appointed by state governments. State elections can therefore alter its political composition. The body works alongside the Bundestag, with a decisive voice on laws affecting state powers and constitutional changes. Those measures require approval from both chambers.

The institution’s roots reach back to the North German Confederation in 1867 and the German Empire in 1871. The Weimar Republic used the Reichsrat instead. Established in 1949, the Bundesrat has met here since 2000. That move connects Germany’s federal present with the former Prussian House of Lords.
