Castello Utveggio rises on Monte Pellegrino above Palermo, presenting a pseudo-Sicilian villa with strong Neo-Gothic influences. Its 346-metre setting opens towards the Gulf of Palermo. Santangelo designed the building for contractor Michele Utveggio, who imagined a grand hotel completed in 1934. A bridge, access road, water tanks, warehouses, gardens, and lifting equipment formed the wider complex.

The hotel operated for only a few seasons before decline, wartime military use, abandonment, looting, and vandalism altered its history. The Sicilian Region acquired it through expropriation. A restoration launched in 1984 preserved its interiors and exteriors while creating CERISDI, a centre for management training and socioeconomic research. Three main floors contain conference facilities, classrooms, offices, a restaurant, and a bar.

The surrounding seven-hectare property includes landscaped gardens, a colonnade, and a belvedere overlooking the Gulf. Its third floor holds twenty-seven Liberty-style rooms and about fifty beds. One suite retains the arrangement used by Pope John Paul II during his 1995 Palermo visit.
